Minutes of Meeting— June 20, 2006

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:30 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:        Sante Parente, Tom Collins, Dirk Underwood, Robert D’Amelio and Town Planner, Jennifer Burke.

Robert D’Amelio, seconded by Dirk Underwood moved to approve the minutes of June 6, 2006 as written.

Vote: 3-0-1, Tom Collins abstained

Planners Report

The Board is in receipt of a request for bond reduction for River’s Edge Estates.  The DPW has provided a memo to the Board reducing the bond to $181,321.50.

Tom Collins, seconded by Dirk Underwood moved to reduce bond amount to $181,321.50.

Vote: 3-0-1, Sante Parente abstained

Bailey Park Woods – Definitive Subdivision Review cont.
Tom DiPersio, Thomas Land Surveyors

Mr. DiPersio updated the Board with the progress since the last meeting.  The current property owner is dealing with the issue brought up at the last meeting regarding abandoned barrels found on the property. A firm has been hired that will inspect and remove any hazardous waste properly.

Mr. DiPersio reviewed changes made on the plans. The revised roadway now includes a cul-de-sac and full construction. Mr. DiPersio indicated that the applicant is requesting waivers for reduction of the pavement width from 28’ to 24’, reduction of the radius of the cul-de-sac from 55’ to 50’ and a waiver of sidewalks and granite curbing around the cul-de-sac, but keeping granite on roundings.  The waivers were requested in response to the proximity to the wetlands. Mr. DiPersio also told the Board that because of the roadway and cul-de-sac changes, the plan now reflects a new location for the storm water system.


The Developer will also extend the municipal water system up White Pond Road and into the new street per requests made by the DPW and Fire Department.  Mr. DiPersio also stated that the plan shows grades that are flat.

Mr. D’Amelio asked if the DPW has seen the revised plans and if Mr. DiPersio has gone before the Conservation Commission yet. Mr. DiPersio responded that the DPW has not yet reviewed the plans nor has he filed with the Conservation Commission. Mr. D’Amelio told the Applicant that he wants the Police, Fire, DPW and Conservation Commission to review the plans.

Mike Voorhees, 169 White Pond Road, told the Board that he supports the reduced cul-de-sac diameter and decreased road width but is concerned with access for motorcycles on the railroad tracks.  

Nancy King, 145 White Pond Road, asked if the Applicant was going to tie into town water and wanted to know the status of the empty drums found on the property. She explained that she had missed the beginning of the meeting. The Board summarized what was explained earlier.  She also expressed concern regarding the breaking up of White Pond Road when the developer ties into the Town water system.

Francis Barrett, 139 White Pond Road, questioned the bonding of work in public roads. The Board explained that a bond is held for 1-year to ensure that all roadwork is complete and there are no problems. A general discussion regarding the type of fill needed for the roadwork took place. The abutter was concerned about the road being filled properly. A suggestion was made that flowable fill would be needed to make sure it is filled properly.

The Applicant asked the Board who owned the jersey barriers along the train tracks. The Board was not sure if it was the MBTA or the Town. Ms. Burke will look into this question.

Robert D’Amelio, seconded by Tom Collins, moved to continue the public hearing for Bailey Park Woods until July 18, 2006 at 7:00pm.
